- Carefully pour hot oil over the chili mixture to bloom the aromatics.
- After 2 minutes, add soy sauce, rice vinegar, and sugar to the chili oil blend and stir to combine.
- Drain the dumplings and place in a serving bowl. Pour the chili oil sauce over them and garnish with green onions.
