- Preheat your oven to 350°F (175°C) and prepare an 8-inch square baking dish by greasing it with butter or non-stick spray.
- In a large mixing bowl, combine all-purpose flour, granulated sugar, cocoa powder, baking powder, and salt. Whisk until well blended.
- Pour in the milk, vanilla extract, and vegetable oil. Stir gently until the batter is smooth and free of lumps.
- Spread the batter evenly into the prepared baking dish.
- Sprinkle brown sugar and additional cocoa powder over the batter.
- Carefully pour hot water over the top of the mixture without mixing it in.
- Bake for approximately 40 minutes until the top forms a crust and the batter is set.
- Allow to cool for about 10 minutes before serving, ideally with a scoop of vanilla ice cream.
