• 1 1/2 cups all-purpose flour

• 1 cup all-purpose flour
• 1/4 cup granulated sugar
• Zest of 2 oranges
• 1/4 cup unsalted butter, cold
• 1/4 cup fresh orange juice
• Powdered sugar for dusting
